Nevada's chapter 361 does not set up a competitive auction for real property tax liens: the county treasurer holds delinquent parcels under a trustee's certificate, then sells trust property by board order for at least the taxes, costs, penalties and interest, and lien assignments happen only on the owner's written authorization with a $500,000 bond. Because the statutes fix no bidder registration, deposit, forms or payment terms for the treasurer's sale, those fields are unknown; some counties publish their own sale procedures and online bidding systems.
A third party cannot simply bid on a delinquent parcel: an owner-authorized tax lien assignment requires the owner's written, notarized authorization and a $500,000 cash or surety bond posted by the assignee (NRS 361.7311(1), 361.7314(1))
A county treasurer may not assign a tax lien to a government or governmental subdivision (NRS 361.7312(2))
